I want to buy a car but the MOT and/or Tax has expired, can the mechanic still test drive the car at a pre-purchase inspection?

No. The independent mechanic would not be able to take the vehicle for a test drive. Driving a vehicle with expired Tax and/or MOT would be illegal and the driver could be prosecuted accordingly.
